An electric utility shall make Internet energy metering accessible to qualified purchaser-generators on a primary-come, first-served foundation right until the earlier of either: (i) June thirty, 2029; or (ii) the 1st date upon which the cumulative producing capability of net metering units equals 4 % with the utility's peak demand during 1996.
